It introduced a decentralized grievance process, restored physical record-keeping alongside digital records, mandatory survey maps at registration, and Bhudhaar — a 14-digit unique identification number for each land parcel. HMDA (Hyderabad Metropolitan Development Authority) is responsible for planning, layout approval, and infrastructure development within the notified Hyderabad Metropolitan Region, spanning Hyderabad and parts of several surrounding districts. Outside HMDA, most of Telangana's major Tier-2 cities have their own dedicated Urban Development Authority — Kakatiya UDA (Warangal), Satavahana UDA (Karimnagar), Nizamabad UDA, and Stambadri UDA (Khammam) — with DTCP (Directorate of Town and Country Planning) performing this function directly only in districts and towns without a dedicated UDA.
