K-RERA (Kerala Real Estate Regulatory Authority) is the state authority implementing the central RERA Act, 2016. A distinguishing feature is that K-RERA functions as a statutory institution placed under Kerala's Local Self Government Department (LSGD) — the same department that also oversees Kerala's building-permit framework. GCDA (Greater Cochin Development Authority), established in 1976 and headquartered in Kadavanthra, is the planning authority for Greater Kochi — covering roughly 632 sq km including most of Kochi Municipal Corporation, nine adjacent municipal councils, and 21 gram panchayats. TRIDA (Thiruvananthapuram Development Authority), originally constituted in 1980 under the Travancore Town Planning Act and now governed by the Kerala Town and Country Planning Act, 2016, covers Thiruvananthapuram Corporation and five adjacent panchayats. Ente Bhoomi (entebhoomi.kerala.gov.in) is Kerala's Integrated Land Information System — the current primary portal for accessing land records, including the Thandaper, Kerala's core Record of Rights maintained by Village Offices under the Revenue Department. Ente Bhoomi replaced the older ELIS system, though the still-older E-Rekha portal remains relevant in areas where resurvey is not yet complete. After a sale, mutation (known in Kerala as Pokkuvaravu) must be completed separately at the Village Office to update the Thandaper — a registered sale deed alone does not update it automatically. Outside GCDA's and TRIDA's specific jurisdictions, Kerala does not maintain a separate dedicated development authority for every city. Instead, planning in cities like Kozhikode, Thrissur, and Kannur is implemented directly through local self-government institutions — municipalities, corporations, and grama panchayats — under the statewide Kerala Town and Country Planning Act, 2016. Confirming the correct local authority for a specific location, rather than assuming GCDA-style procedures apply statewide, is essential.
